Having applied a coat (or2) of Por15, I'm now ready to aplly my color coat to the railing. Do I NEED to first put a primer over the por15 before the color top coat? If so do I NEED to use TIE-COAT? I'm planning on topcoating with an oil base white (Rustolium or Crylon).
